I suggest HDB build small air-con function rooms at void deck. Perhaps 1 function per 6-10 blocks of flats. These function rooms can be used for children's party etc and hold between 50-100 pax. Residents can be allowed to rent these rooms at around S$30/hr to S$50/2hrs. The RC or CC can be made in charged of these rooms.

The idea is similar to that of function rooms in comdominiums. Sometimes I would like to hold parties for my kids but my HDB flat is unable to hold so many guests.

These function rooms can be fitted with air-con, a small pantry area, tables and chairs.

Alternatively, I noticed that the RCs are not very well utilised, perhaps rental services of the rooms can be made available to residents too.

I totally agreed on this. There are times that we wanted to hold party and invite the neighbours to join us but could not find a suitable location. Probably this can be a way to promote neighbourliness as well.

Ya, dun think the gov will put much tots into such. More like the job of RC and GR members to recommend... I love this idea... but seems like this will take a while. Considering the gov & GRCs have much thing to look into.

Actually now certain estates already have cosy corners, I know Bukit Batok has them, but these cosy corners are very open and non-aircon. Perhaps can bring up to your MP during meet the people session or towns hall day etc? Enough voices will persuade action to be taken. Near the block I'm staying, there's already an empty room, I suppose was suppose to be for RC, but so far, no RC took residence there and it is empty for years. Such a place could be easily converted.

With the internet, it is easy to do booking of the rooms online, payment and collection of keys then got to go to the RC or CCs it should be workable.

Hmm, if we can gather enough response here on WUYI (haha, sounds like 'Yes!' in French?), we can send a message to ALL Town Councils that this is another popular idea they can consider when deciding on precinct upgrades? If we can get them to build 2-3 functions rooms (that can be merged together to form one big room) just next to the various RC centres, it would be great. They are already doing that for karaoke rooms? Just extend the system to cover these function rooms as well.

I support this idea but the project will take serious considerations to what such rooms are being used for and who should govern the condition of such facilities. After some considerations, the following are my suggestions to how it can possibly be done.

1. Set up such 'rooms' at the void decks but requires necessary sound proof considerations and and amenities.
2. May fall under the care of RCs where charges may be imposed but instead of profits, these charges can be used to organised more RC functions or to be used on improving the environment (money from the people and now then back for the benefits of the people). Money can alos be used to hire cleaners therefore creating a income source for the needy.
3. To improve loitering and nusiance complaint scenes, people staying in these HDB areas can now used these facilities for their get-together, party, etc.. but like the system held in condominiums.. strictly by booking only and also capped at certain quota per household unit (to ensure fair share)
4. Project IC can study how chalets are managed esp on charges and rental terms. An exact same system can be duplicated with slight adjustments on TnCs.
5. Overall such 'facilities' will boast the neighbourhood's image and allows residents more opportunities to get-together but concerns may lie on illegal gathering so like was suggested in pointer 4, all users must register in order to have 'key' access to these rooms.

hope the above triggered more ideas. looking at it, theres so many benefits and approaches on how to make this a reality benefiting everyone in the community.
