Although we can not afford to pay a salary to what condo guards receive. We have many senior citizens in our esates, who would like to continue to work. The town councils might want to consider employing a small group of senior citizens to watch the neighbourhood and report to the council or the police on anything strange in the area. The salary could be a small allowance.

Well, even if there's no pay being a guard, the senior citizens can interact with other citizens as well (please don't expect an old man to guard by himself). At least they will not be too lonely.

Money can't buy sincere company of others. :)
